This bill aims to promote primary care through Medicaid graduate medical education (GME) funding. It requires the state's executive office to include in its reimbursement rates to qualifying acute care hospitals funding for GME in primary care, behavioral health, and other physician residency training programs experiencing shortages. The payments will be based on the Medicare direct GME methodology, considering MassHealth (the state's Medicaid program) utilization and the relevant resident types. By July 2024, the secretary must identify adequate annual Medicaid GME funding and potential funding sources, and report the recommendations to the relevant legislative committees. The first annual payments to qualifying hospitals and community health centers must be made by October 2025.
