The fund will be administered by the Massachusetts Association of Community Colleges and the Department of Higher Education, which will develop a formula and criteria for disbursing the funds to the colleges. The bill also requires the Department of Higher Education to report to the relevant legislative committees on the success of students supported by the fund and the distribution of the funds to the campuses.
