This bill aims to ensure adequate and affordable energy in the state of Massachusetts. The key provisions are: 1. The contingency plan must include the cause of the deficiency or cost increase, actions that can be taken to address it, the appropriate state government entity to take such actions, and an estimated time frame for implementation. The development of the contingency plan must include a public hearing, the ability to receive written testimony, and consultation with relevant state agencies and organizations.
