This bill aims to protect the rights of older adults and people with disabilities. It proposes the following key provisions: 1. Requiring nursing homes to establish a human rights committee with the authority to receive, investigate, and address complaints affecting residents' rights. The Department of Public Health (DPH) will promulgate regulations regarding the committee's composition, terms, and duties, and provide annual training for committee members. 2. Ensuring that the enumerated rights of nursing home residents receiving Medicare or Medicaid, as outlined in the Omnibus Budget Reform Act of 1987, apply to all nursing home residents, regardless of their insurance coverage. 3. Directing the DPH to promulgate regulations by July 1, 2025, to promote the dignity of both permanent and temporary residents of licensed nursing homes, equivalent to the protection of rights for residents of facilities licensed by the Department of Mental Health and the Department of Developmental Disabilities.
