This bill amends the definition of "carbon dioxide equivalent" in the Massachusetts General Laws to be calculated based on the global warming impact over a 20-year and 100-year timeframe, using the best available science. It also updates the definition of "statewide greenhouse gas emissions" to include emissions from the generation, transmission, distribution, and use of electricity and gas in the state, and to express these emissions in terms of carbon dioxide equivalents for both 20-year and 100-year timeframes. Finally, the bill requires the Department of Environmental Protection to review and update the carbon dioxide equivalents and factors impacting statewide greenhouse gas emissions every 3 years, and to adjust the accounting of emissions retroactively to 1990 if the updates are not consistent with federal reporting requirements.
