This bill establishes a special commission to review the adequacy and equity of the Massachusetts school building program. The commission will investigate and make recommendations on various aspects of the program, including the current and future need for school facility renovations and rebuilding, the equity of the grant formula, the alignment of construction cost reimbursement rates, incentive policies, reimbursement policies for regional technical and vocational schools, and policies to support environmental and health goals. The commission will consist of representatives from the state legislature, the executive branch, school administrators, architects, and other stakeholders. The commission is required to submit a report of its findings and recommendations by December 1, 2025.
