This bill establishes a special commission to review the adequacy and equity of the Massachusetts school building program. The commission will investigate and make recommendations on various aspects of the program, including the current and future need for school facility renovations and rebuilding, the grant funding formula to ensure fairness and equity for all communities, the alignment of construction cost reimbursement rates, incentives for municipalities and regional technical and vocational schools, policies to support environmental and health goals, and the authority's ability to fund equipment and educational spaces that align with labor market demand. The commission will also address the facilities needs of educational collaboratives and other issues affecting the ability of all students to attend high-quality, accessible, safe, healthy, and green school buildings. The commission will submit its findings and recommendations to the legislature by June 1, 2026.
