This bill requires health insurance plans in Massachusetts to provide coverage for pasteurized donor human milk and donor human milk-derived products for infants under the age of six months who are medically or physically unable to receive maternal breast milk or whose mothers are unable to produce sufficient quantities of breast milk. The milk must be obtained from a human milk bank that meets quality guidelines established by the Department of Public Health, and a licensed medical practitioner must issue a written order for the provision of such human breast milk. The reimbursement for donor human milk and donor human milk-derived products for an infant in an inpatient setting must be provided separately from the existing hospital payment for inpatient services. The bill applies to all relevant health insurance policies, contracts, and certificates that are delivered, issued, or renewed on or after September 1, 2023.
