This bill establishes a prepaid wireless E911 (Enhanced 911) surcharge. It requires sellers of prepaid wireless service to directly collect the surcharge from the end-user at the point of sale within the Commonwealth, and then remit the collected funds to the Department of Revenue. The Department of Revenue is directed to promulgate regulations within 60 days of the bill's effective date to govern the reporting and remittance of the surcharge, as well as the enforcement of these obligations. Importantly, the amount of the prepaid wireless E911 charge collected from consumers will not be included in the base for measuring any other tax, fee, or surcharge imposed by the Commonwealth or any intergovernmental agency.
