This bill aims to establish the "Community Access to Electric Bicycles Grant Initiative" within the Massachusetts Department of Energy Resources. The initiative will provide funding to municipalities, businesses, and nonprofit organizations to help finance bike-sharing programs and electric bicycle ownership programs. Eligible programs must either administer their own electric bicycle fleet or offer electric bicycles to specific individuals or households. The Department of Energy Resources will set up an application process, prioritize funding for environmental justice and disproportionately impacted communities, require matching funds from grantees, and develop reporting requirements to ensure compliance with the program's purposes. The department may use up to 10% of the fund to cover its administrative costs.
