This bill aims to establish municipal access to utility poles located in municipal rights-of-way. It defines "make-ready work" as the rearrangement or transfer of existing facilities, replacement of a pole, or other changes required to make space available for an additional attachment to a shared-use pole. It also defines "unserved or underserved area" as an area that the Massachusetts Broadband Institute determines to have limited access to broadband service. The bill requires the owner of a shared-use pole and each entity attaching to that pole to be responsible for their own expenses for make-ready work to accommodate a municipality's attachment of facilities for governmental purposes or to provide broadband service to unserved or underserved areas.
