This bill establishes a statewide affirmatively furthering fair housing framework. It requires that any person intending to construct a large-scale development (defined as a condominium association or apartment building with 35 or more residential dwelling units) must complete a fair housing assessment and submit it to the Department of Housing and Community Development and the municipality where the construction will take place. The assessment must describe the projected impact of the development on fair housing, housing discrimination, and displacement, as well as how the proposed development would minimize harm and affirmatively further fair housing. The Department of Housing and Community Development is authorized to issue fines for noncompliance with this requirement. The bill also directs the Department to promulgate regulations, including a schedule of fines, within 60 days of the bill's effective date.
