This bill establishes an Ambassador-at-Large for the Arctic Region within the U.S. Department of State. The Ambassador will be appointed by the President with the advice and consent of the Senate and will be responsible for representing the United States in matters related to the Arctic region, including issues pertaining to energy, environment, trade, infrastructure, law enforcement, and political-military affairs. The bill defines the "Arctic region" to include the geographic area north of a certain latitude, as well as all U.S. territory and contiguous seas in that region. The Ambassador will also be responsible for coordinating with other relevant U.S. government agencies on Arctic-related programs and policies.
