This bill establishes an Ambassador-at-Large for the Arctic Region within the U.S. Department of State. The Ambassador will be appointed by the President with the advice and consent of the Senate and will be responsible for representing the United States in matters related to the Arctic, including issues pertaining to energy, the environment, trade, infrastructure, law enforcement, and political-military affairs. The Ambassador will also be tasked with strengthening cooperation among the eight Arctic countries (the United States, Canada, Denmark, Iceland, Norway, Sweden, Finland, and Russia), promoting responsible natural resource management and economic development, protecting the Arctic environment, and involving Arctic indigenous peoples in decisions that affect them.
