This bill appropriates $6,000,000 from the general fund to the Minnesota Department of Employment and Economic Development for a grant to the Community Action Partnership of Hennepin County, a non-profit organization, to acquire property and construct, furnish, and equip a youth center in Minneapolis. The center, to be known as the Rosa Parks Center for the Development of African-American Youth, will provide programming focused on economic development, mediation, conflict resolution, leadership, education, recreation, and individual self-growth for youth. The Community Action Partnership of Hennepin County may contract with other non-profit organizations and the Young People's Task Force of the Unity Community Mediation Team to provide programming at the center. The appropriation is a one-time funding and will remain available until the project is completed or abandoned.
