This bill, titled the Pueblo Economic Transfer Act, provides for the closure and disposal of the Pueblo Chemical Depot in Pueblo County, Colorado. The key provisions are: 1. The Secretary of the Army shall close the Pueblo Chemical Depot within one year of the completion of the chemical demilitarization mission at the site, in accordance with the Chemical Weapons Convention Treaty. 2. The closure and subsequent property management and disposal of the depot, including the land, buildings, structures, and associated equipment, shall be carried out in accordance with the procedures and authorities of the Defense Base Closure and Realignment Act of 1990. 3. The Office of Local Defense Community Cooperation of the Department of Defense may provide grants and funding to support the closure and reuse activities of the depot. 4. The bill allows for the removal or demolition of existing buildings, structures, and equipment at the depot in accordance with the existing Hazardous Waste Permit issued by the State of Colorado. 5. The land, buildings, and associated property comprising the Chemical Agent-Destruction Pilot Plant at the depot are deemed unsuitable for homeless use, and therefore need not be screened for such purposes during the closure and disposal process.
