This bill, known as the Promoting Utilization and Economic Benefits from Land Optimization (PUEBLO) Act, provides for the closure and disposal of the Pueblo Chemical Depot in Pueblo County, Colorado. The Secretary of the Army is required to close the Depot within one year of completing the chemical demilitarization mission, in accordance with the Chemical Weapons Convention. The closure and subsequent property management and disposal will be carried out under the procedures and authorities of the Defense Base Closure and Realignment Act of 1990. The Office of Local Defense Community Cooperation can provide grants and supplemental funding to support closure and reuse activities. The bill also exempts the Depot from having to screen its land, buildings, and equipment for potential use by the homeless, given the nature of the activities undertaken at the Chemical Agent-Destruction Pilot Plant.
