This bill, the Assisting In Developing Youth Employment Act (AID Youth Employment Act), amends the Workforce Innovation and Opportunity Act to provide funding, on a competitive basis, for summer and year-round employment opportunities for youth ages 14 through 24. The key provisions of the bill include: 1. Defining eligible youth as individuals aged 14-24 who are in-school youth, out-of-school youth, or unemployed individuals. 2. Allocating up to $1.8 billion for a summer employment competitive grant program and up to $2.4 billion for a year-round employment competitive grant program. 3. Establishing eligibility criteria and application requirements for state/local governments, Indian tribes/organizations, and community-based organizations to apply for the grants. 4. Prioritizing grants for entities that coordinate with local employers and education/workforce agencies, increase private sector engagement, and serve high-need areas. 5. Allowing grant funds to be used for wages, support services, and program administration. 6. Setting performance measures and requiring annual reviews and a system of continuous quality improvement. 7. Authorizing $375 million per year for the summer program and $500 million per year for the year-round program from fiscal years 2024-2028.
