It allows chief school administrators or the board of directors of private schools for students with disabilities to apply to the executive county superintendent or the Commissioner of Education for an emergency endorsement to an instructional certificate for a candidate in a high-need field, such as bilingual/bicultural education, if they are unable to locate a suitable certified candidate. To be eligible, the teaching candidate must hold a certificate of eligibility, certificate of eligibility with advanced standing, or a standard instructional certificate, be enrolled in a coherent sequence of courses in the high-need field at an educator preparation program, and have achieved a passing score on any applicable subject matter knowledge exams. The emergency endorsement is renewable annually up to a maximum of two times and the Department of Education must publish a list of high-need fields eligible for this endorsement.
