This bill establishes an emergency teacher certificate that can be issued in certain high-need fields, such as bilingual/bicultural education and special education, when school districts are unable to locate suitable certified candidates. To be eligible, teaching candidates must be enrolled in an educator preparation program at a four-year institution, have a bachelor's degree, and pass any applicable subject matter exams. The emergency certificate is renewable annually for up to two years, and candidates can only be employed under this certificate for a maximum of three years in any one high-need field. The Department of Education will publish a list of eligible high-need fields, which will be reevaluated annually by the State Board of Education. The bill also sets limits on the number of teachers that can be employed with the emergency certificate and gives the State Board of Education authority to adopt rules for implementation.
