This bill amends the environmental conservation law to allow B100 or B99 biofuel and R100 or R99 renewable fuel to be used to blend with or replace fossil heating oil in order to create bioheating fuel. The bill sets increasing minimum content requirements for bioheating fuel in the state, starting at 5% biofuel in 2022, increasing to 10% in 2025, and 20% in 2030. The governor can temporarily suspend these requirements if there is a lack of adequate biofuel supply or if meeting the requirements would result in financial hardship to consumers. The bill also specifies that the requirements do not prohibit the sale and use of 100% biofuel for heating purposes.
