This bill amends the Environmental Conservation Law to allow the use of B100 or B99 biofuel and R100 or R99 renewable fuel to be blended with or replace fossil heating oil in order to create bioheating fuel. The bill sets minimum content requirements for the use of biofuel in heating oil sold in New York, starting at 5% in 2022 and increasing to 20% by 2030. The bill also allows the Governor to temporarily suspend these requirements if there is an inadequate supply of biofuel or if meeting the requirements would result in financial hardship to consumers.
