This bill establishes the Office of the Child Advocate in the Executive Branch of the State Government of New Jersey. The Child Advocate, who is an attorney appointed by the Governor, is responsible for ensuring the provision of effective, appropriate, and timely services for children at risk of abuse and neglect in the state, and that children under state supervision due to abuse or neglect are served adequately and appropriately. The Office of the Child Advocate has various powers, such as investigating, reviewing, and monitoring state agency responses to allegations of child abuse or neglect, inspecting and reviewing the operations of juvenile justice facilities and other settings where children are placed, and intervening in litigation or administrative proceedings to protect the rights and welfare of children. The bill also outlines the reporting and transparency requirements for the Child Advocate.
