This bill amends the State Finance Law to require the public posting of certain contracts that are otherwise subject to prior approval by the Comptroller. The bill defines "emergency contracts" as those executed during a declared state disaster emergency, and "exempted contracts" as those that are exempted from Comptroller approval by law. Within 30 days of executing such contracts, the contracting entity must post the contract and related information, such as the contract amount, vendor, term, and whether it was awarded competitively, on its public website. The bill also mandates the posting of existing emergency and exempted contracts within 30 days of the law's effective date. Importantly, the provisions of this bill cannot be suspended or altered by the Governor's authority to temporarily suspend laws during a state disaster emergency.
