This bill amends Minnesota Statutes to modify the provisions for operating all-terrain vehicles (ATVs) on public roads. It allows statutory or home rule charter cities and towns with populations under 25,000 to pass ordinances permitting ATV operation on the roadway or shoulder of trunk highway segments within their jurisdiction that have a speed limit of 30 miles per hour or less. The bill also retains existing provisions that allow ATV operation on the shoulder, bank, or ditch of certain public road rights-of-way, subject to restrictions by road authorities and the Commissioner of Natural Resources.
