This bill proposes an amendment to the Constitution of the Commonwealth of Pennsylvania to further provide for exemptions and special provisions. The key provisions are: 1. Expanding the real property tax exemption for certain veterans, including those who served in the armed forces, including reserves and National Guard, and were honorably discharged or released, as well as those with service-connected disabilities rated at 100% permanent and total disability by the U.S. Department of Veterans Affairs. The exemption applies to the veteran's primary residence, even if the veteran resides in a long-term care facility, and can be extended to the unmarried surviving spouse. 2. Providing a real property tax exemption for the unmarried surviving spouse of a member of the armed forces, including reserves and National Guard, who died in the line of duty, died from injuries received in the line of duty, or is presumed dead and determined to be 100% permanently and totally disabled by the U.S. Department of Defense or U.S. Department of Veterans Affairs. 3. Requiring the State Veterans' Commission to establish rules, regulations, and guidelines for making determinations of need for these property tax exemptions based on the economic circumstances of the eligible individuals.
