This bill requires the commissioner of motor vehicles in New York to enter into an agreement with the Dominican Republic's National Institute of Transit and Land Transportation (INTRANT) for reciprocity in the issuance of driver's licenses. The agreement would allow New York residents living in the Dominican Republic to exchange their New York driver's licenses for Dominican Republic licenses without taking the knowledge and road tests, and vice versa for Dominican Republic residents living in New York. The agreement would apply to holders of unrestricted driver's licenses aged 18 or older and would not apply to enhanced licenses, Real IDs, or commercial vehicle licenses. The commissioner is required to draft the agreement and present it to the Dominican Republic's Consulate General within 90 days of the bill becoming law.
