This bill directs the Administrator of the Federal Aviation Administration (FAA) to provide progress reports on the development and implementation of a national transition plan related to a fluorine-free firefighting foam. The reports will include information on the FAA's guidance to part 139 airports (airports certified under part 139 of title 14, Code of Federal Regulations) and non-part 139 airports on acceptable environmental limits, the Department of Defense's transition to a fluorine-free foam, decontamination best practices, and timelines for policy and guidance release. The reports will also include a comprehensive list of the rolling stock of firefighting foam at each part 139 airport and an assessment of the progress on guidance for non-part 139 airports. The progress report requirement will continue until the FAA notifies Congress that the national transition plan is complete.
