This bill, the Duty Drawback Clarification Act, amends the Harmonized Tariff Schedule of the United States to provide a uniform 8-digit subheading number for all whiskies. Specifically, it strikes the existing subheading 2208.30 and inserts a new subheading 2208.30.00 with a duty-free tariff rate and $2.04 per proof liter rate. The bill also instructs the United States International Trade Commission to add statistical suffixes to this new subheading to differentiate between various types of whiskies, such as Irish or Scotch, Bourbon, and Rye, as well as containers holding over or under 4 liters. The amendments made by this bill will apply to articles entered or withdrawn from warehouse for consumption on or after 15 days after the bill's enactment.
