This bill requires certain health care professionals, including those who provide in-home health care services (other than homemaker-home health aides), to complete one credit of cultural competency and implicit bias training within one year of the effective date of the law and biennially thereafter. The training curriculum, developed by the Department of Health in consultation with relevant professional organizations, will cover the identification and understanding of implicit biases, communication techniques to account for the impact of biases, strategies for mitigating unconscious biases in healthcare decision-making, applicable laws regarding discrimination, cultural awareness and competence, and understanding health disparities and social determinants of health. The Department of Health will also develop and maintain an electronic database to record compliance with this requirement.
