This bill, the Kira Johnson Act, aims to prevent maternal mortality and severe maternal morbidity among Black pregnant and postpartum individuals and other underserved populations. It does this by: 1. Providing sustained funding for community-based organizations to establish or expand programs that advance maternal health equity, with a focus on organizations based in and led by individuals from communities with high rates of maternal health issues. 2. Requiring respectful maternity care training for all employees in maternity care settings, including on topics like implicit bias, racism, cultural humility, and trauma-informed care. 3. Directing the Secretary of Health and Human Services to conduct a study on reducing and preventing bias, racism, and discrimination in maternity care settings. 4. Establishing a respectful maternity care compliance program in accredited hospitals, health systems, and other maternity care settings to address reports of racism or bias. 5. Requiring the Government Accountability Office to report on the establishment of these respectful maternity care compliance programs and their impacts. The overall goal of the bill is to improve maternal health outcomes and experiences, especially for individuals from racial and ethnic minority groups who face disproportionately high rates of maternal mortality and morbidity.
