This bill, the Flooding Prevention, Assessment, and Restoration Act of 2023, amends the Agricultural Credit Act of 1978 to allow the Secretary of Agriculture to undertake measures that increase the level of flood protection above what is necessary to address immediate watershed impairments if it is in the best interest of the long-term health and protection of the watershed. The bill also requires the Secretary of Agriculture to submit a national agriculture flood vulnerability report that analyzes economic losses, downstream effects of mitigation activities, flood risk data, and ongoing and recommended practices to address flood impact and risk. Additionally, the bill amends the Watershed Protection and Flood Prevention Act to adjust the federal cost-sharing requirements for rehabilitation of structural measures near, at, or past their evaluated life expectancy, including up to 90% federal contribution for projects serving limited resource areas.
