This bill, the Flood Protection and Infrastructure Resilience Act of 2023, aims to modify Department of Agriculture programs to improve flood protection and infrastructure resiliency. The key provisions include: (1) allowing the Secretary of Agriculture to undertake measures that increase the level of flood protection beyond what is necessary to address immediate impairments, if it is in the best interest of the long-term health and protection of the watershed; (2) increasing the federal cost-share for rehabilitating structural measures near, at, or past their evaluated life expectancy, up to 90% for limited resource areas; and (3) expanding the purposes of the Regional Conservation Partnership Program to include the prevention and mitigation of flooding and drought, and the improvement or expansion of flood resiliency.
