This bill makes a number of changes to address crime trends in the District of Columbia. It amends the Limitation on the Use of Chokehold Act to clarify the definition of prohibited chokehold techniques. It expands requirements for the public release of body-worn camera recordings by the Metropolitan Police Department (MPD) after certain incidents, such as officer-involved deaths and serious uses of force. The bill also requires the Office of Citizen Complaint Review to have timely access to MPD information and makes changes to the public release of records related to officer misconduct and discipline. Additionally, the bill provides for a right to a jury trial when the alleged victim is a law enforcement officer, revises the schedule for officer disciplinary hearings, and makes changes to laws regarding use of force, vehicular pursuits, and the Freedom of Information Act. The bill also revives and amends the Anti-Intimidation and Defacing of Public or Private Property Criminal Penalty Act to address mask-wearing, creates a new offense of "directing organized retail theft", and revives and amends the Anti-Loitering/Drug Free Zone Act.
