This bill makes emergency supplemental appropriations to respond to the attacks in Israel for the fiscal year ending September 30, 2024, and for other purposes, rescinding $14,300,000,000 from unobligated balances made available to the Internal Revenue Service. * **Department of State - Diplomatic Programs:** $150,000,000 to remain available until September 30, 2025, for responding to the attacks in Israel, including crisis response and relocation support for Mission Israel. Of this amount, $100,000,000 will be available until expended for Worldwide Security Protection for Mission Israel and other affected U.S. missions. * **Department of State - Emergencies in the Diplomatic and Consular Service:** $50,000,000 to remain available until September 30, 2025, for emergency evacuation of U.S. government personnel and citizens in Israel and impacted countries. * **International Security Assistance - Foreign Military Financing Program:** $3,500,000,000 to remain available until September 30, 2025, to respond to the attacks in Israel. These funds can be used for administering military assistance and sales, and if requested by Israel, can be used for advanced weapons systems. Up to $3,500,000,000 may be used for procurement in Israel of defense articles and services. Congressional notification requirements for these funds for Israel may be waived under extraordinary circumstances impacting U.S. national security. * **Department of Defense:** The bill amends existing law to allow for the transfer of defense articles from Department of Defense inventory to Israel, which are intended for reserve stocks and located in a stockpile for Israel. The repayment amount will be determined by the Secretary of Defense, and the reporting period for transfers is reduced from 30 days to 15 days. * **Reporting Requirements:** The Secretary of Defense, in coordination with the Secretary of State, must provide a written report to Congress every 30 days through fiscal year 2025 detailing U.S. security assistance provided to Israel since October 7, 2023. The Secretary of State must also submit a report on the proposed uses of funds appropriated by this title within 30 days of enactment and update it every 60 days thereafter until September 30, 2025. * **General Provisions:** All appropriations are in addition to amounts otherwise appropriated. Unless expressly stated, funds remain available only for the current fiscal year. Amounts designated as emergency requirements are contingent on the President also designating them as such.
