This bill makes emergency supplemental appropriations for fiscal year 2024 to respond to the attacks in Israel and for other related purposes. * **Department of State - Diplomatic Programs:** $150,000,000 to remain available until September 30, 2025, for crisis response and relocation support for Mission Israel and other affected missions. Of this amount, $100,000,000 will be available until expended for Worldwide Security Protection. * **Department of State - Emergencies in the Diplomatic and Consular Service:** $50,000,000 to remain available until September 30, 2025, for the emergency evacuation of U.S. government personnel and citizens in Israel and impacted regions. * **International Security Assistance - Foreign Military Financing Program:** $3,500,000,000 to remain available until September 30, 2025, to respond to the attacks in Israel. These funds can be used for the general costs of administering military assistance and sales. If requested by Israel, grants can be used for advanced weapons systems, and up to $3,500,000,000 may be used for the procurement of defense articles and services within Israel. Congressional notification requirements for these funds may be waived if extraordinary circumstances impacting U.S. national security are determined to exist. * **General Authority Adjustment:** Section 201 increases the authority under section 506(a)(1) of the Foreign Assistance Act of 1961 to $2,500,000,000 for fiscal year 2024, provided the Secretary of State determines it is necessary to respond to the situation in Israel. * **Reporting Requirements:** The Secretary of Defense is required to provide a report on U.S. security assistance to Israel every 30 days through fiscal year 2025. The Secretary of State is also required to submit a report on the proposed uses of funds appropriated by this title within 30 days of enactment and update it every 60 days thereafter until September 30, 2025, and every 180 days until funds are expended. * **Rescission:** The bill rescinds unobligated funds from the Department of Commerce Nonrecurring Expenses Fund.
