This bill proposes several changes: 1. It adjusts the boundary of the Sloan Canyon National Conservation Area in Nevada, increasing the acreage from 48,438 to 57,728 acres. It also grants the Southern Nevada Water Authority temporary and permanent rights-of-way to construct water transmission and related facilities. 2. It amends the Apex Project, Nevada Land Transfer and Authorization Act of 1989 to include the city of North Las Vegas and the Apex Industrial Park Owners Association as entities that can receive land transfers, and allows the Secretary of the Interior to sell mineral materials from the Apex Site. 3. It clarifies the authority of the Department of Defense to conduct certain military activities, such as emergency response and the establishment of electronic tracking and communications sites, at the Nevada Test and Training Range. 4. It designates the Southern Paiute Wilderness, comprised of approximately 736,188 acres of federal land in Clark and Lincoln Counties, Nevada, as a new component of the National Wilderness Preservation System. 5. It requires the Secretary of the Interior to submit a report on the status of a cooperative agreement between the Bureau of Land Management and the State of Nevada.
