This bill, called the "One Door to Work Act," would amend the Workforce Innovation and Opportunity Act to establish a State innovation demonstration authority. The key provisions of the bill are: 1. It allows states to apply to the Secretary of Labor to receive consolidated grant funding for youth workforce investment activities, adult and dislocated worker employment and training activities, and activities under the Wagner-Peyser Act, for the purpose of carrying out a 5-year demonstration project to pursue innovative reforms. 2. During the demonstration period, the Secretary must waive all statutory and regulatory requirements of the relevant workforce development programs, with some exceptions related to wages, labor standards, nondiscrimination, and performance reporting. 3. The demonstration grants would be provided as a consolidated sum to the state, local area, or consortium of local areas carrying out the project, rather than through separate program allocations. 4. The state, local area, or consortium must meet certain requirements, such as using the funds solely for the demonstration project, limiting administrative costs, prioritizing services for veterans and disadvantaged populations, and reporting on participant outcomes. 5. The state, local area, or consortium must establish expected levels of performance for the demonstration project that are higher than the highest levels achieved under the existing programs in the most recent year.
