This bill, called the "One Door to Work Act," would amend the Workforce Innovation and Opportunity Act (WIOA) to establish a State Innovation Demonstration Authority. The key provisions of the bill are: 1. It allows any state to apply to the Secretary of Labor to receive consolidated grant funding for youth workforce investment activities, adult and dislocated worker employment and training activities, and Wagner-Peyser Act activities for the purpose of carrying out a 5-year demonstration project to pursue innovative reforms to achieve better outcomes for jobseekers, employers, and taxpayers. 2. During the demonstration period, the Secretary must waive all statutory and regulatory requirements under WIOA subtitles A and B, as well as the Wagner-Peyser Act, for the state, local area, or consortium carrying out the demonstration project. 3. The state, local area, or consortium must meet certain requirements, such as using the funds solely for the demonstration project, limiting administrative costs, prioritizing services for certain populations, serving a minimum number of participants, reporting on outcomes, and conducting a rigorous evaluation. 4. The state, local area, or consortium must establish expected performance levels for the demonstration project that are higher than the highest levels of performance for the corresponding WIOA programs in the most recent program year prior to the start of the demonstration.
