This bill, the DETERRENT Act (Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions Act), amends the Higher Education Act of 1965 to require additional disclosures of foreign gifts and contracts, restrict contracts with certain foreign entities and countries of concern, require faculty and staff to report foreign gifts and contracts, and require disclosure of certain foreign investments within endowments. The bill also establishes enforcement mechanisms, including fines for non-compliance, and creates a single point-of-contact at the Department of Education to provide technical assistance and coordinate database improvements. Additionally, the bill states that institutions that violate the requirements for three consecutive years will be ineligible to participate in federal higher education programs for at least two years.
