AI Summary

This Resolution sets forth the rules for considering three pieces of legislation in the House of Representatives. First, it allows for the consideration of H.R. 4468, a bill aimed at preventing the Environmental Protection Agency (EPA) Administrator from finalizing, implementing, or enforcing a proposed rule concerning vehicle emissions, with all procedural objections waived and a limited debate period. Second, it provides for the consideration of H.R. 5933, which amends the Higher Education Act of 1965 to require more transparency regarding foreign gifts and contracts received by educational institutions, including restrictions on dealings with certain foreign entities and countries, and mandates reporting by staff and faculty, also with waived points of order and a structured debate and amendment process. Finally, it allows for the consideration of H.J. Res. 88, a joint resolution of disapproval that would overturn a Department of Education rule related to income-driven repayment plans for federal student loans, again with waived procedural objections and limited debate.
