This bill, known as the "Traveling with Dignity Act," amends the Civil Rights Law and the Public Buildings Law to require the installation of adult changing accommodations (height-adjustable changing tables) in certain commercial places of public amusement and state-owned buildings open to the public. The bill defines "covered facilities" as commercial places of public amusement with a maximum occupancy of 2,500 or more people, and requires these facilities to install at least one adult changing accommodation in their single-occupancy bathrooms by specific deadlines. Similarly, the bill requires state agencies to ensure that all state-owned buildings open to the public have at least one single-occupancy bathroom with an adult changing accommodation by January 1, 2028. The bill also directs the Commissioner of the Office of General Services, in collaboration with the Chief Disability Officer, to promulgate regulations to effectuate these requirements, including specifications for the dimensions of the adult changing accommodations.
