This bill establishes the District of Columbia Group Violence Intervention Initiative to address gun violence by focusing law enforcement activities on individuals and groups committing acts of gun violence, coordinating enforcement activities, providing social services to individuals willing to cease criminal activity, and engaging with impacted communities. It authorizes the Metropolitan Police Department to employ civilian personnel to investigate certain property crimes and cold cases, requires the Sentencing Commission to publish a biannual report on repeat violent offenders, and allows the Mayor to take corrective actions to remediate criminal blight at properties. Additionally, the bill requires the Director of the Department of Healthcare Finance to submit a Medicaid state plan amendment to make community violence prevention services available to Medicaid beneficiaries.
