This bill establishes the Electric Vehicle Rural Infrastructure Program and Fund to assist private developers with non-utility costs associated with the installation of public electric vehicle charging stations in certain "distressed localities" in Virginia, defined as cities or counties with low population density and high unemployment and poverty rates. The program provides grants of up to 70% of the non-utility costs for such installations, with the total aggregate amount of grants capped at $25 million per fiscal year. The fund is a special nonreverting fund administered by the Department, and the bill has an expiration date of July 1, 2028.
