This bill adjusts the authority of school districts to contract indebtedness for school construction projects. The key provisions are: 1. School districts can contract indebtedness for purposes specified in RCW 28A.530.010, including purchasing property, without a vote of the district's qualified electors, subject to limitations on indebtedness. 2. To use this authority for the purpose of supporting the construction, modernization, or remodeling of school facilities, the district must have received voter approval to collect a levy and must not have been on binding conditions pursuant to RCW 28A.505.110 in the previous three years. 3. Before issuing nonvoted bonds over $250,000, the school district must publish a notice of intent, hold a public hearing, and then the board of directors can determine whether to issue the bonds. 4. The public notice and hearing requirements do not apply to the refinancing or refunding of outstanding nonvoted or voted bonds.
