This bill adjusts the authority of school districts in Washington to contract indebtedness for school construction purposes. The key provisions are: 1. School districts can contract indebtedness without a vote of the qualified electors for purposes specified in RCW 28A.530.010, subject to limitations on indebtedness set forth in RCW 39.36.020(3) and other requirements. 2. For a school district to contract indebtedness for purchasing real or personal property, it must not have been on binding conditions pursuant to RCW 28A.505.110 in the three years preceding the contract, and must have a voter-approved capital levy. 3.
