This bill allows unaffiliated voters to request to affiliate with a political party at an early voting center during a primary election and vote a provisional ballot for their preferred political party. It establishes that if an unaffiliated voter applies to affiliate with a party during early voting before a primary election, the election judge shall issue the voter a voter authority card, have the voter sign it, and issue a provisional ballot for the appropriate political party. The bill also provides that for the purposes of determining the qualification of a provisional ballot cast during early voting before a primary election by an individual who was not affiliated with a political party, the local board shall determine if the individual applied to affiliate with a political party.
