This bill authorizes unaffiliated voters to request to affiliate with a political party at an early voting center during a primary election and vote a provisional ballot for their preferred political party. It amends the Maryland Election Law to allow unaffiliated voters to change their voter registration to affiliate with a party during early voting prior to a primary election, and outlines the process for election judges to handle such requests and issue provisional ballots. The bill also adds a new provision that allows provisional ballots cast by unaffiliated voters who affiliate with a party during early voting to be qualified if the local board determines the voter is registered in the state.
