This bill aims to promote the development of geothermal energy resources in Washington. It does this by: 1. Requiring the Geological Survey to compile and maintain a comprehensive database of publicly available subsurface geologic information related to Washington state, including temperature gradient logs, geothermal well records, and other relevant data. This database will be made available to the public. 2. Directing the Department of Natural Resources to update its geothermal resources lease rates by September 30, 2024, to ensure they are competitive with rates adopted by the federal government and other western states, while balancing the state's obligation to trust beneficiaries and not adversely impacting federally reserved tribal rights and resources. 3. Establishing a competitive geothermal exploration cost-share grant program, administered by the Department of Commerce, to incentivize deep exploratory drilling to identify locations suitable for geothermal energy development. The program has various eligibility criteria, including aligning with equity and environmental justice principles. 4. Requiring the Department of Ecology to engage in a collaborative process with state agencies, federally recognized Indian tribes, local governments, and other stakeholders to identify opportunities and risks associated with geothermal resources development in Washington's three locations with the highest geothermal potential. The findings of this process will inform recommendations to the legislature and governor on potential actions regarding the development of geothermal energy.
