This bill, the Worker Adjustment and Retraining Notification Act, requires employers to provide 180-day advance written notice of business closings, mass layoffs, and relocations to affected employees, their representatives, the Department of Labor and Industry, and local municipalities. Employers can reduce the notification period in certain circumstances, such as unforeseeable business circumstances. The bill also establishes civil penalties for violations, gives the Department of Labor and Industry enforcement powers, and provides for civil actions and remedies for affected employees. The rights and remedies provided by the bill are in addition to, and not in lieu of, any other contractual or statutory rights and remedies.
